You can, but there is no guarantee you'll make the shortlist.

Yes, late submissions are considered. However, there is no guarantee that you will make the shortlist if the proposed tracks for the client has already been sent. Simply submit to the brief if it allows you to or add the track to our sync library. Then use the ChatBot within your account to clarify the name of the track and which brief you wanted to submit it to.
